Under the terms of Decree-Law no. 205/2006, of 27 October:
MFAP carries out its duties through integrated services under the direct administration of the state, bodies integrated under indirect administration of the state, advisory bodies, entities integrated into the corporate sector of the State and other structures.
Under the scope of MFAP, the following central services fall under direct state administration:
a) The Office of Planning, Strategy, Assessment and International Relations;
b) The General Inspectorate of Finance;
c) The General Secretariat;
d) The Budget General Directorate;
e) The Directorate General for the Treasury and Finance;
f) The Directorate General for Taxation;
g) The Customs & Excise General Directorate;
h) The Directorate General for Administration and Public Employment;
i) Civil Servant Health Care;
j) The General Directorate of IT and Tax and Customs Support Services;
l) IT Institute;
m) Social Services of Public Administration.
The following bodies fall into MFAP duties, under the tutelage of the respective minister:
a) Caixa Geral de Aposentações, I. P. (Public body administrating the Portuguese civil servants pension scheme);
b) The National Administration Institute, I. P.;
c) Portuguese Government Debt Agency.
Independent Administrative Entities
The following are independent administrative entities for the supervision and regulation of the financial system:
a) The Bank of Portugal;
b) The Portuguese Insurance and Pension Funds Supervisory Authority;
c) The Portuguese Securities Market Commission.
The High Council for Finance is the advisory body of MFAP.
Also operating under the scope of MFAP are:
a) The Commission for Supervision of Reprivatisations;
b) The Council for Financial Guarantees to Export and Investment.
Without prejudice to the powers conferred by law on the Council of Ministers, the powers relative to the definition of the guidelines for participated companies, as well as the supervision of their fulfilment, are exercised by the member of the government in charge of the area of Finance together with the member of the government in charge of the Economy and the competent member of the government for the subject matter.
Without prejudice to the powers conferred by law on the Council of Ministers and on other ministers, the member of the government in charge of Finance shall exercise in relation to the other entities in the state corporate sector the duties attributed to him by law.
Under the scope of MFAP, there may also be a financial controller under the terms provided for in Decree-Law no. 33/2006, of 17 February.
